This is a capacity-building role, not a purely social one. Every activity is planned and facilitated with a clear line back to participants' NDIS plan goals, building skills, confidence, independence and social connection, not just running an enjoyable outing.
That distinction matters more than ever. NDIS funding for social and community participation supports has been significantly reduced under the October 2026 funding reset, and continued funding for this kind of support now depends on providers being able to show genuine skill development and progress toward goals, not just attendance. The Recreational Inclusion Officer combines strong group facilitation with the discipline to plan against goals, observe and record progress, and adapt delivery so each session earns its place in a participant's plan.

Sports 4 All is the sport delivery arm of 4titude, a not-for-profit and registered charity. 4titude is a registered NDIS provider and is considered the NSW peak sporting body promoting sports inclusion, creating sporting pathways for people with disability. Key accountabilities and responsibilities
Program delivery and energy
- Plan and deliver high-energy, inclusive recreation programs, social outings and school holiday programs for children and adults.
- Lead group activities, games and outings that build confidence, social connection and enjoyment for every participant.
- Adapt activities in real time to include participants of different abilities, ages and interests.
- Work as part of a rostered team, sharing facilitation and supervision duties across the group.
Capacity building, goals and evidence
- Plan each session with a clear, documented link to participants' NDIS plan goals (skill development, independence, confidence and social connection) rather than as an unstructured social outing.
- Deliver participant-specific supports as identified in individual support or behaviour plans, as briefed before each session.
- Apply positive behaviour support strategies and the NDIS Code of Conduct within the group setting.
- Monitor and respond to individual safety, wellbeing, medication, dietary or communication needs as briefed.
- Observe, record and report on participant progress and capacity-building outcomes in line with 4titude's documentation and NDIS evidencing requirements.
Safety, safeguarding and compliance
- Follow 4titude's WHS, incident reporting, safeguarding and risk management procedures at all times.
- Maintain appropriate supervision ratios and sightlines in community and outdoor settings.
- Uphold the NSW Child Safe Standards and 4titude's obligations under the reportable conduct scheme when working with children in holiday programs.
- Escalate concerns, incidents or behaviours of concern promptly to the session lead or line manager.
Team and culture
- Contribute to a positive, high-energy team culture consistent with 4titude's values.
- Attend pre-program briefings and debriefs, and support new or casual team members during induction and shadow shifts.
- Represent 4titude professionally with venues, families and community partners.
Other duties
- Assist with set-up and pack-down of equipment and venues.
- Contribute to attendance records, incident forms and session documentation.
- Any other reasonable duties as directed.
Essential requirements
- NDIS Worker Screening Check (State-based)
- NDIS Worker Orientation Module
- Working with Children Check (WWCC)
- Current Police Check, as applicable
Qualifications
Certificate III in Individual Support, Community Services or similar, or relevant experience, or willingness to obtain one.
Essential skills or experience
- Proven experience planning and delivering group programs (recreation programs, school holiday programs, camps or similar) and confidence running a session from start to finish.
- High-energy, confident group facilitation across a changing group of participants each session.
- Ability to plan activities against participant goals and balance whole-group energy with attentiveness to individual participants' briefed support needs.
- Clear, calm communication and teamwork within a fast-paced, rostered, multi-facilitator delivery model.
- Comfortable working outdoors, at community venues, and across a variable roster concentrated on weekends and school holiday periods.
Desirable skills or experience
- Experience in recreation, youth work, disability support, camps or community programs.
- Current First Aid certificate.
- Experience supporting people with disability, additional needs or diverse behaviour.
Supervisory responsibilities
This role has no direct reports. An Officer may be asked to lead a small group or activity, or support the induction of new casual staff during a session.
Other conditions
- Engagement
- Casual engagement, no guaranteed hours. Availability required on weekends and across NSW school holiday periods in particular. Travel between local venues; reliable transport preferred.
- Budget and financial
- Handling petty cash or activity fees as directed. Responsible care of program equipment.
- Organisational relationships
- Works closely with the Director, Sport & Recreation, and session leads. Interacts with Social Inclusion Officers, Sports Inclusion Officers, the Safeguarding Lead and venue contacts as required, without holding a shared caseload with any of them.

As set out in the NDIS Workforce Capability Framework (NDIS Quality and Safeguards Commission) for General Support Work: uphold participants' rights, communicate effectively, build trusted relationships, work collaboratively, show self-awareness and work within your capabilities, understand what a good life means to the participant, support participants to make their own choices, observe and respond flexibly to changing needs, manage health and safety, and engage and motivate participants. Specialist capabilities required: be responsive to participants' Aboriginal and/or Torres Strait Islander, culturally and linguistically diverse, and LGBTIQA+ identities; support participants to implement their positive behaviour support plans, medication plans and mealtime plans as briefed for each session; and respond appropriately to participants' experience of trauma and complex or changing social circumstances.
NDIS Workforce Capability Framework
The core and specialist capabilities above are drawn directly from the Framework published by the NDIS Quality and Safeguards Commission, which sets out "the attitudes, skills and knowledge expected of all workers funded under the NDIS" so participants, families and providers share a common understanding of what good support looks like (workforcecapability.ndiscommission.gov.au). This role sits within the Framework's General Support Work capability set.
NDIS Practice Standards
Supports are planned and delivered in a person-centred, outcomes-focused way that builds participants' skills and independence in line with their stated goals, consistent with the Practice Standards' requirements, not delivered as generic, unstructured social activity.
NDIS funding context
From 1 October 2026 the NDIS reduced funding for social, civic and community participation supports by around 50% as participant plans renew. This role is deliberately designed and delivered as a capacity-building support, evidenced against participant goals, both because that is better practice and because it is what keeps this kind of support genuinely fundable for participants going forward.
